I think it goes something like this.....

CEPT covers 48 EU countries
ETSI Covers EU RF Band standards

The EU itself controls Licensing of RF in 27 EU states currently

I'd suggest that the chances are that as long as the device being used 
is working in a CEPT/ETSI band, than you're ok.

Even though you're planning it as an EU campaign I bet you'll get some 
interest from the US, so simply easier to make it clear that the belief 
if that the product is correctly licensed as above, but it's down to the 
end user.

Not sure if you're planning on CE approval ? But if not you need to make 
those purchasing clearly understand that they are buying a kit for 
construction, hence avoiding the problem of 'selling a product'
